Covert Reconnaissance Operating Special Surveillance (C.R.O.S.S.) was formed by Director Monroe just after the second World War and the rising threat of CRUCIBLE (a ruthless terrorist determined to rule the world). In the following years, their purview has expanded and grown to include oversight of any powered individual or group that has been deemed a potential threat to maintaining peace and order.
